How to stop builder constructing illegal parking

I bought a 2bhk apartment in Sipani Classe-1 in Bangalore 2 years ago. Past month, my builder just drew yellow lines to mark a new parking spot perpendicular to mine. The justification was at the time of construction we did a mistake and made only 24 parking spots but there are 25 apartments . Hence to accommodate parking for 001 apartment, we need to make this to sell it. On opposing to this, since the new parking made it impossible for me to reverse my car and take it out, he is now making a mechanical one where 001 owner has to put his car up using a lever button so that i can reverse my car. This new parking is not in building plans given to us approved by BBMP. Also, the new owner doesn't seem to mind since he got the apartment for lesser amount. Also i feel cheated since i had chosen a different spot but was switched to the current one last minute. They also threaten to cut power if you withhold maintenance to oppose. What can be done to stop construction?
