IN the given situation as 16 years have passed, her case will be dismissed prima facie under the provisions of limitation act. Her said case is barred by time limitation. As there is no enough reasonable explanation to explain the delay of 16 years.

Daughters cannot inherit ancestral property if father died before 2005, says Supreme Court. Even then, it is risky for you to construct a commercial building on the ancestral property. More suggestions in person.

Your aunty will have a proportionate share IE., 5 person including your father. Court will direct one share to father later in that share 4 share done and one share will be given to your aunty.
To develop till disposal of Cas do not put up construction since which share area will court order would be problem

Let me you are hindu or not? If you are hindu then the answer is :-
If there is no partition during the life time of your grandfather then your aunts will get share by strip in all the properties. You have said the property is in the name of your dad and his brothers, so it amounts to partition during the life time of your grandfather, in such cases your aunts will not get share in the properties in view of the recent supreme court decision.
