How to recover money or have a land settlement with father's brother

my father has one brother sibling and land is not divided yet in two of them. last year father's brother took 7lakhs from us and signed papers that he will sign legal paper within 6months and transfer the land. But we tried a lot to call him and asked him to come to do the official work But he continuously postponed that thing. Now he refused for the legal land transfer. Can you please help me getting my cash back or the land settlement.
