How to initiate proceedings against illegal possession of land

My land is occupied by someone and claimed that this is their land. I have all the valid and genuine document for this property. I apply to CO of our block for seemankan of this property. First they said they have no map of this property and refused. Now he said high court Patna is ordered not to do seemankan of any land.now what can I do?
You have both the remedies available. You should immediately file a Suit as well as a complaint before the Police. Even if the Police doesn't take any action, the Court will restrain the said person from raising any further construction. After getting the construction stopped, you can focus on the criminal action.
