How to go about purchase of plot

A developer has made a layout in comes under Vabasandra by taking panchyath approval(hulimangala). the property was belongs to general category and serve no 68. 30% of the sites are already being registered by the buyers (before buying they had gone through legal advise). I am planning to to a plot in the same layout. do i need to go for legal opinion again since the survey no same? is it safe to buy a plot? Please advise.

Panchayath approval may be legal and is applicable to areas which are not notified under KCTP Act, to have been part of any development authority/ies. Also developed areas can be excluded from the Act. So, the layout you are referring appears to be a revenue layout.
