How to get my flat registered when builder is unknown

Initailly we were settled in chawl.After some time some builder proposed a building plan on same land. So after the construction was completed the flat was allocated to me and have stated living in that.but the registration of the flat isnot yet done.now when i am asking those builders about registration they are telling these flat is not under me its under other builder if i am going to that builder he is saying same thing its not under me.now i am facing issue about registration of the flat. Please help me about this what i can do in this situation
The flat allocated to you is a govt/ state flat or under state authority like DDA or BMC. If yes kindly file a RTI asking them the same question about the builder and registration of the flat and see what answer you get from the officials. You can thereafter file for registration
