You have not stated that on whose name the property documents stands, whether your grandfather is having the original title deed in his name?

The chitta and adangal alone is not enough, whether he is having patta (old) in his name?

Whether he verified from the land revenue records about the property status and on whose name is the land revenue records in respect of this property.

He has to analyse all the above factors first.

After analysing all the details, he should apply for patta on his name before the land revenue officer or concerned Tahsildar.

If the Revenue department is not cooperating or refusing to oblige then he may plan to initiate legal proceedings to rectify the issue and get the title declared including the relief of getting patta on his name.
