How to get ancestral property divided if elder brother is refusing

Dear Sir, My father has 2 brothers, my grand father died. But my uncle (my father's elder brother) is refusing to distribute the property (Agricultural Land + House). As my father is a government employee and not living in my home town, We want the distribution as early as possible, but my uncle (my father's elder brother) is refusing. What should we do? Waiting for reply. Thanks in advance --
