How to get ancestral property divided if elder brother is refusing

Dear Sir, My father has 2 brothers, my grand father died. But my uncle (my father's elder brother) is refusing to distribute the property (Agricultural Land + House). As my father is a government employee and not living in my home town, We want the distribution as early as possible, but my uncle (my father's elder brother) is refusing. What should we do?
