How to find out who is the correct owner of a property

House in which my family is living was build in 2001 by my father. My father bought a land first and then he build home. I come to know that he (my father) has not registered the property as per government law yet. Property tax and water and sewer connection tax is coming with my father's name. Light bill is yet coming in the name of that land owner by which my father purchased the land and build the home. I have found TITLE DEED in my home but I can't found. I don't know legal process what to do right now and what should I expect in this embarrassed situation.

In some cases, the neighbors of a piece of property may be able to provide information about its owner. Asking a few questions about a property in a specific neighborhood may provide the correct information without necessitating a trip to the county records.
