How to deal with unfair practices by builder

I booked a flat and got an offer of possession letter from builder 2 months ago. Despite of the fact that builder doesn't have completion certificate but I paid the balance amount. Though my booking was all inclusive but still he sent me more than 2 lac worth of extra demand. I still paid almost all of it except of STax (a tax which doesn't exist) amount to 1.11 lac to which he saying "you have to pay no matter what". What can I do?

you have booked a flat and got an offer pf possession letter from builder 2 months ago . but Despite of the fact that builder does not have completion certificate but you paid the balance amount, through your booking was all inclusive i want to ask a question why are you demanding for extra payment , if you have due amount ,you have to pay interest.
