How to convert a commercial property into residential

I am taking a residential property on lease in Varanasi for opening a travellers guesthouse for which I have to get it registered under sarai act,but the owner says that post the lease period he has to continue paying the commercial tax.what is the solution for this? Can the property be converted back to residential after lease period?

I can advice ypu on this forum it self but that can be only partially correct advice as the best advice can be given after looking at the papers.
You can always apply for conversion in the Varanasi Development Authority for change of land use from Commercial to residential.
First of all make sure that what is the current land use of the property either commercial or residential...?

Yes a commercial usage can be converted back to the residential usage , however affidavit will be needed to be given by the landlord along with the certificate from the municipal corporation after survey that the property usage has been changed.
