How to claimInterest on delayed payment & possession delay by builder.

Hello, I have two questions regarding new property purchased in Mumbai. 1) As per the agreement signed between builder and myself, he is charging interest @26 p.a for any delayed payment. I am not sure if a builder can charge @26 interest. I only came to know about this on the date of registration so could not do much. 2) I got letter from builder for 2.5 lakhs as interest amount. I asked him for break-up of this amount, he said, he can only give detailed statement once i make payment. This is their company policy. What can be done in this matter? Can this be challenged in any court? 3) Builder has committed to possession on 31st Dec 2017 in agreement but with lot of IF's and BUT's so can we get interest from builder, if he does not deliver the flat on time?
First of all by law no body can charge an interest more than bank interest for that you have an right to file case in consumer forum and also in front of co operative bank forum .
Go through to your second question, yes you have an right to file case in consumer forum if he can't give an possession to you on time.
