How to claim share in father's property after his demise

After my fathers demice on 2007,my parental house is lying vacant.My brother is showing nil interest for promoting/ further construction and my sister is running kindergarten school/ tuition at that place.I am setteled at mumbai after my retirement from defence service. few property tax are paid by my sister. How I can claim my property right? All papers are with my sister.Also light connection was converted to my sisters neme without my knowledge.
Send a legal notice to the others co-sharer for amicable settlement and registered deed of partition. If they would no pay any heed then file a Partition Suit in Civil Court where the property is situated.
