how to buy another property when already paying emi for diff property

we have booked a flat on Feb 2012 with Casa Royale and after more than 5 years he has declared himself insolvent. The case is already registered. But our EMI is continue and now we want to shut all with this builder and want to buy another ready to shift home but we can't as emi is already been going. As a buyer what can we do next? What government will be doing?
