How to acquire property legally

i have a property just left to my house. has been in possession of a pervert. he dont have any title or registry. he tried to get titles through fake map and documents, i raised complaint in municipality and got that stayed with objection. my question is can i acquire this property or at least a part of it through one way or other.
For getting the property in question first verify the status of property from municipality. If it comes under purview of strip of land than you can make application before municipality to allot the property in your favour.
