how can we solve the puzzle to parking in Soceity?

I am from redeveloped Society who has got possession from builder on June mont 2015. Builder has given one car park for each old and new members. And balance is share 50-50.Builder has allocated car park to new members without consulting us and mentioned in their regsietred agreement.He has given creme parking to new members and puzzle parking to old members.Society has an objection to this.Pl advise
You can file a complaint with consumer forum against the builder for deficiency of services and further criminal complaint for breach of trust and cheating.
