How can we make the developer to complete the pending work

The developer is the property manager of the Commercial building as well. Is there any way to form an association of owners/society of owners of the building to eject the Developer/property manager and make him complete the pending works.
Firstly, please check if there is already an association and its bye laws. If there is no such association, you are free to form a separate association of owners of the building. However, you cannot evict the developer or owner if they own any part of the property, as they have the right to occupy the property.
