How can I transfer the MHADA flat ownership in my mother's name ?

I live in Sharad Society, Kamgar nagar in Kurla East since 9 years. My dad bought this room back then and it was illegal to sell it to anyone when my dad bought it. We are the third owner of this flat and we have all the documents regarding the transfer of ownership including Share certificate, Power of attorney, Agreement and Indemnity bond. I am just 22 years old and know very little about the procedure of transferring the property to my mother's name as my father passed away few years back. The society has few people who are first owners of the property and they do not co-operate in anythin
