If your father is absoluete owner then he can make a gift deed in favour of your brother regarding the property mentioned by you.
You should take help from local advocate for drafting and registration of the gift deed.

The married daughter have equal right in the parental property after the advent of amendment in Hindu Succession Act 1956, that came into force since 9th Sept 2005. On 9 September 2005, the Hindu Succession (Amendment Act), 2005 (Amendment Act) came into effect and daughters in a joint Hindu family, governed by Mitakshara law, were granted statutory right in the coparcenary property of their fathers.

As per Hindu Law of Succession, self acquired property can be given to anybody by the owner through sale, gift, will etc. and none has right to claim it. If however, someone dies without making any transfer or will, every class I heir has equal right over it.
