See addition of a name which has been removed is not valid until there are documents to show that it was a mistake/error. Since, the person is not alive you being a successor to him can only approach for induction only after the valid reason's are made out for induction.
You need to consult with papers:
1. The 1947 papers
2. Reason of removal in 1963 and the paper made thereafter.
3. Reason as to why he (grandfather) never approached for the induction till 2010, when he was alive.
4. The successors of grandfather's brothers.

Legal recluse can be advised only after studying the documents pertaining to 1947 and then the documents whereby your grandfather's name was excluded as owner. Consult a competent advocate with all relevant documents
