Fraud while purchasing plot of land what action can I take

We purchased resale plot in grampanchayat area year 2002 from unauthorized agent who is our relative.we have only saledeed document.he has not given us layout or other legal documents of land even though demanding many times till date .he is avoiding us . Now we come to know that we have document without land . Is it fraud case or criminal case ? Can we put police complaint or otherwise.we are Hindu.
Firstly, I would suggest you to file a criminal complaint with local police station where the land is situated on paper, if land is not physically present and secondly, Layout can also obtained from Gram Panchayat office on payment of nominal cost. Thirdly, More detailed advised can rendered after having look at the documents
