Flat cost verification for buying a new flat

I am booking a 2 BHK flat approved by all major banks. The developer is asking to pay property price + 4.5% service tax. Legal charge is 1% of Property cost + 15% service tax. Also they are charging some Extra Development Cost (lift/ power backup/ gym/ maintenance etc.) + 15% service tax. Registration charge is extra at the time of possession. Can you please confirm if the service tax (4.5% and 15%) are correctly charged as I was hearing about GST instead of service tax!

Construction of Residency complex/building civil structure or post bear of is being 75% exemption and rest 25% on services charge is 15% as well as that is 4.5% inclusive of SC (service charge),SBC (swach bharat charge) ,KKT (krishi kalyan tax).
GST will not be chargeable in this category because Bill is not pass in State Assembly whatsoever GST is not confirm till today
