Fine wrongly imposed on me for wrong parking what to do

Hi, I am staying in a gated community and builder is maintaining it for initial 2 years. He has imposed a fine of Rs 300 for wrong parking. He claims that all the residents has decided that but it is handful owners + the builders who decided it. I requested for the signed copy of the rule but they rejected the request out rightly. They had send the email to residents about the fine. Is it legal to do so? Thanks, Pramod
