1.Father has got absolute right to transfer the property to person who he likes. Signature of the brother is not required for doing the said act. In case demise of your father without a will one third of the property goes to your mother if mother is alive and remaining property will goes to the siblings.

Not required. Your father alone need to be signed. He can transfer his property to anybody as he wishes. Consent of the brother or others in the family is not required at all, if the property is in his name.

There appears to no problem at all. The property is absolute to your father and he has the discretion to dispose of the same at his choice during his life. If he has decided, in hi free will, to give the property to you this could be carried out through a registered gift deed or a settlement deed.
