Failure to register a purchased property

I purchased an Apartment in the year 2001. All payments were made and i have proof of the payments. The builder gave me an agreement, but as i had to travel abroad i could not register the agreement. Now its almost 17 years and still i am abroad whenever i come to India on a short vacations the builder give me some or the other reasons and does not meet me. This is a clear case of fraud but how can i proceed legally? Please advice?

Whenever you came in India you firstly made an power of attorney with someone and grant power to made sale deed of above said apartment and then if you went return to abroad again then that POA will proceed on behalf of you for that sale transaction.
The copy of above said agreement must attached with that POA

Need to go through the agreement executed. Also did u get the possession of the premises. What is the status of the building.
Are u on the records of the society as the member. Firstly you need to answer these queries.
