Extent of right on ownership of home on payment of property tax

On getting the land registration done at , we came to know from Town planning officer that approval of municipality will not be granted for constructing house as land is in buffer zone. However, Town Planning Officer has assured that we can go ahead with construction and pay property tax thereafter. Is payment of property tax sufficient to have right on the house or can government demolish the constructed house any time? Also note that approval of municipality was already accorded 2 years past to nearby home which is also in the same buffer zone. Considering all the above, do you recommend us to go ahead with construction of new house?

No, you should not go ahead with the construction. After construction, if anybody (neighbours or your enemies) makes a complaint before the court, the court will direct the concerned Municipality to demolish the same.

The alternate remedy is take NOC from the Collector that it has no objection for the land. Then you go for construction.
