Documents clearance required for building 3rd floor

Sir I purchase a 2nd floor flat in the central Delhi with roof right & now I would like to built an extra floor i.e 3rd floor on it.As per the MCD norms the building structure is stable to cater the 3rd floor load & the building height would be below 48 mtrs (after adding of that extra floor). Sir, I would like to know which type of documents/clearances would I require before beginning of the construction of the said floor (besides the structure stability & the NOC from the MCD fro building of extra floor)

1. NOC is not required anymore in Delhi for construction up to third floor. What you require is the sanction of the MCD. 

2. While considering the application for sanction to construct third floor the factors such as the existing condition of the building, the harm that may be caused to it due to alteration/addition will be taken into consideration. The decision of MCD to permit additional construction can be challenged in the court. 

3. If the other floor owners obstruct the construction them you may proceed to obtain a stay order against them from the court.
