I am planning to buy a builder flat on 4th Floor in Raja Puri, Uttam Nagar, Delhi-110059. The builder is saying that I will get a proper registry of the flat, registry will be made at Kapasheda Court. The building have 2 flats at ground floor + stilt parking on ground floor + 4 flats on upper ground floor + 4 flats on first floor + 4 flats on second floor + 4 flats on third floor. I am planning to buy the above said third floor which is about 400 sq. ft. in area. I also confused that the it is a 4th floor, but builder is calling it 3rd floor. Please guide me that is it safe to buy that flat.

You can check with the municipal corporation of the area that the construction is a valid construction or not. Every builder has to submit the master plan of their construction with the municipal corporation and needs approval from the municipal corporation. For a legal construction the municipal corporation has to approve the plan.
