Do we need NOC from builder to sell the flat

We want to sell a property in PCNTDA which is 10year old. Builder has not yet formed the socierty. Do we need NOC from builder to sell this flat ? One member of the same building wanted to sell his flat and asked he builder for NOC and said builder e demanding exorbitant amount ! I read as per the new rule, maharashtra govt . said it is NOC is not necessary to sell the flat . Please advise
the NOC required only Municipal corporation. not a builder.
u have lodge a complaint against ur builder for demanding money for NOC.
