Development authority asking stamp duty to transfer property

My mother in law made a will in may favor to give me Residential Plot (Leased by Jabalpur Development Authority) in Jabalpur MP, before her death in 2014, will is not registered but witnessed by my Father-in-law and brother in law. Further, all other family members including sister-in-law and my husband has given notarized NOC for lease transfer; but JDA is demanding full stamp duty and transfer fee for Lease transfer is it OK?

Yes, you will have to pay full stamp duty according to the provision of indian stamp act 1899 there is no wrong demanding by the JDA under the shudule 1A of Indian stamp act 1899 entry number 62 for lease transfer full stamp duty will have to be pay.
