Delayed possession for flat what can be done

Delayed possession for flat in cochin was to give on March 2012. Till today no possession. No progress of work. Paid 90% still asking money saying to complete work. I am hindu from palakkad
1.Please don't pay further.
2.Issue a notice stating that you are always ready and willing to execute your part of contract and have suffient fund with you.
3.File a complaint before the Before District Police Chief.
