Delay in possession of flat due to internal dispute of builder

The Builder ( 2 partners )thru whom we have booked our flat are having internal financial dispute ,so much so that they are not in talking terms. Now our flats are ready and due for possession but is getting delayed due this issue as one of them is not signing any letters like possession letters, payment cheques etc.. also the site work for common amenities ,which is at the last stage has completed stopped. This is causing us great inconvenience. pls guide us the way ahead.
Issue a legal notice to the builder instructing him to handover the possession and completion certificate in respect of the properties. You may also demand the penal interest for delay in handing over the possession at the rate of penal interest fixed earlier through the sale agreement. This will certainly invoke some response from the builder. If there is no response nor any action taken by him, you may file a consumer complaint case against the builder seeking remedy and also compensation for the deficiency of service.
