Delay in giving possession of registered property how to get it

I bought a flat . Cost of the flat was Rs.XX lakh. I took loan from XX. The registration of the flat was done in February 2017 and on the same date the promoter gave me Possession letter. But till date the promoter did not handed over the key to me.
since registration done and possession letter given to you but not handed over key to you. u have to immmediately file criminal case against the promoter and civil case for compensation before the consumer court
File a case u/sec.12 of the Consumer protection Act in District Consumer Forum if flat value is Rs.20 lakhs or below and above Rs.20 lakhs in State Commission for deficiency of service and unfair trade practice.
Lodge a diary to the police and you can also file a criminal case u/sec.156 (3) Cr.P.C. in Judicial Magistrate Court charge with sec.406,420 and 427 IPC.

You are standing on thin ice sir who is in possession of the said flat then. The prompter? I think the apartment in question is not yet fully completed. Has he given you completion certificate? Sir did you consult any advocate before taking the said flat? Had you gone to an advocate earlier this situation hasn't been arisen. Prevention is better than cure.
