Conversion of land from green zone to yellow zone

I am planning to purchase a land which is situated at green zone.Can I convert the land from green zone to yellow zone after purchase is complete.
Please do all necessary due diligence with seller, concerned local and state government bodies / authorities. Simpliciter no green zone, so designated, probably in a master plan, cannot be converted to a yellow and / or some other zone. It's unlike conversion from a CLU, residential to a commercial- vice versa.
You will also have to check the original title document(s) of the land / plot, its allotment etc. and whether any land use / land type is stipulated in that and what are the provisions for it change.
