Whether the entire building construction is completed? If yes, then it is the responsibility of the builder to get the OC for the building, till then they cannot give possession. Around within 3 months os completion of construction builder has to get OC for the building. You can go to court and claim interest from the builder if there is a delay in construction and possession.

You can ask him for OC by giving him notice as the time period is already passed and mark cc to all the relating govt. officials where your property is located.
The worse case may be the the building is not regularized and may be considered illegal by the authorities
You may file your complain against builder online on RERA site or may send him a legal notice first.
