Consent given by sister to transfer property but municipal denied it

daughter, consent given in family settlement but later municipal denied to change title father to brother, since property purchased by father suit filled, daughter's consent given in front of civil judge but sign was taken on blank papers that property is being transfer between bro & sis but later suit dismissed affidavit was also given in suit that daughter will have no objection to transfer property now consent given is it affecting if daughter right, if case is to be filled for partition
