Complexities in Home loan disbursement developer taking hefty penalty

I have taken home loan from India bulls housing finance LTD. India Bulls has been paying late/ not disbursing the payments on time to my developer. Now, my developer, Godrej is charging me with hefty penalty amount, whereas I have no role in payment disbursal at this point of time. I have already paid my part within due date. In this scenario, can I legal help in dealing with the penalty charges plus what authority do I have, in order to take steps against IndiaBulls for all the hassels. FYI, we have signed a Tripartite agreement.
You need to go to consumer forum so that your neck is spared as well as you will be able to squeeze something out of India bulls for the harassment you faced by the hands of your developer. Kindly go through the agreement which has been signed which deals with late payment and also take a print of your payment records as to when the disbursement were made and write a letter to your financier stating that the delay in payments has caused penalty for no fault of yours and ask for an explanation as well as to inform the developer that such penalty cannot be attributable to you.
