Complaint against construction of a room but no action taken

Biltu Bose, a goon, Kolkata 78, and his group around first week of September 2013 forcefully constructed a room (5 x 7) on the K.M.C. road adjacent to my flat completely blocking one side of the flat as well as a window of one of the rooms at ground floor. So, all the maintenance activity on that side for the flat is completely blocked now. As a result we are living in almost inhabitable and threatening environment. Already lodged several police complaints (GD) to officer-in-charge (Garfa PS) dated 10/11/2014, 14/09/2015, 31/01/2016 but to no avail. Please suggest a legal step against him.
In such matters only high court cna intervene and give effective result.
