Co-op housing society denying parking with flat

this is a small society registered under maharashtra i am a member of the society and have been asking me to allocate the parking one member parks two car ( who is secretary ) and denying me parking as i am NRI it is my impression that parking goes with flat and not with owner - what is my recourse ? also society is not collecting any parking charges from the members as most of the cars being parked are by office bearers also i have requested several times copy of the minutes of the meetings, access to society accounts, etc but no reply, please let me know what is my best recourse
