Co-nominees of flat not cooperating to complete society membership

There is a dispute between co-nominees in our flat owned by my father and mother who expired few years back. My brother does not want me to be a co-member of the subject flat. So he refuses to complete the application form for co-membership. Society Secretary is saying the forms are not completed so we can not start membership process. Kindly advise what is to be done.
