Clarification on auction money

M buyin auction flat,tkin loan to pay 75%remaining amount bt bank askin builder noc fr sanctionin loan and builder is takin around 1 month fr providin noc,now bank with property is refusin to extend payment time duration and within few days 15 days payment time will get over.what can i do now as bank wil forfeit my paid 25% amount.
You can send him a legal notice demanding the NOC and if he still refuses or delays to provide you the same then, You can file a complaint against the builder for not providing the same NOC in the Consumer court for deficiency in service.
