In reality in the eyes of law, there is no B Khata. B Khata only exists in the minds of owners.
Property identification numbers are entered into a register called as ‘B’ registers stating that the civic agency has been paid its dues by the property owners.
To convert B Khata to A Khata, you have to,
• Pay betterment charges to BBMP
• Taxes to be up to date
• DC conversion is a must without which you cannot get an A Khata.

Property issued with 'B' Katha getting converted into 'A' Katha is very difficult, assurance by the seller that his friend will get 'A' Katha under Akrama Sakarama is very remote and virtually impossible, because there is very little chances that this scheme may be passed by the Hon'ble High Court before whom this issue is pending consideration.
The risks of buying a property with 'B' Katha would be; No nationalized bank would fund its purchase, Re-sale value would be location dependent and not market dependent, any illegal construction found can be demolished.
Getting a 'A' Katha for such properties would be 25% only.
