Car parking is not alloted even after 1 year

Hi Sir,
I am sadik from Bangalore. Builder took money from us for car parking and even after 1 year he was not allocating the car parking slot. 22 people had paid money for car parkiing while booking flat but after building was read there were only 21 slots available due to bad planning of architecture. Builder gave me option to take money back for car parking and agreed as i was in some serios finance problem. i agreed and builder also promised to settle 1.5 lakhs to me soon. This happened in Janaury 22nd. Till now he is simply passing time and i am affraid that he may run away. Pls advice
Please gather all the details and documents and send a legal notice to the builder. If you have any proof of the agreement that he cannot allot a parking space so he will return the money, it would be useful.
