Can special power of attorney be registered in sub registrar office?

I am buying plot of 20x30sqft dimension with my hard earned money. My builder is getting me sale deed registered through special power of attorney . as property is in her wife name she has given SPA to his husband (builder). Note:Special power of attorney is registered in sub-registrar office. Please let me know is it legal.if so who are has to sign the sale deed documents.

Dear Sir/Madam, who is having property rights that person has to sign the sale deed, in your matter, the builder has taken special power of attorney to put the sign in the sale deed for limited purpose from his wife who is original owner, but it should be registered before the sub-registrar otherwise you will loose your hard earned money. Before going to buy the property you will take the legal opinion in writing for the property it is useful and to avoid the future litigation...If you want my legal service I will do it.
