Can layout developer reduce the road size and incorporate a plot

A lay out developer got panchayat approval and sold all plots in 1991. Later he changed the lay out plan with the same approval number, reduced the roads and incorporated a plot and sold out in 2006. Can a lay out developer can change road sized after got panchayat approval without consent of the plot owners

what is the actual size of the road in first approval?

what is the reduced size of the road?

you have to clarify the above questions.

If due to reducing of the roads you are plots are affecting you can approach court of law, challenging the approval.

The lay out developer cannot change the road size after selling the plots and after getting panchayat approval.
also in your case it is more than 10 years . so unless majority of plot owners act now, the developer may walk away scot free.
