Can land be registered with consent of only few members

My grandfather owned 64 cent land. He expired long back. My grand mother still alive. They have 3 children in which 2 expired. One of the expired's family is not corporating with partition of land.my question is can we register the land with consent of 2 children and my grandmother ?

If the property is owned by grand father and he died intestate with out making any will then after the death of grand father all the legal heirs have equal right over the property. In such a situation one persons or one persons legal heirs is not cooperating for selling or partition of the property, then the other legal heirs can sell their undivided shares in the property or approach a court for partition .

If they sell undivided shares then the new buyer shall file a case for partition
