Can i transfer tenancy rights after my death of municipal property

I am a Hindu and in possession(tenant) of a municipal shop since 1982 in Panipat, Haryana. I am unmarried. I want to transfer this shop in name of my brother or sister. But the transfer is closed for many years. Can you tell me if there is any legal procedure to transfer tenancy after my death.

Tenancy right of statutory tenant does not come to end with his death but it devolves to his legal heirs. In fact, while you are living you cannot transfer your tenancy rights to another person be it your brother and sister as that would amount to sub-letting and it becomes a ground for your eviction.

In your matter, you shall have to write a will specifying that the details of your property and which property you want to transfer to your brother or sister. But the will should be registered and the will shall come into force only after your death and not before. If you want to transfer the shop durning your lifetime then you shall write a relinquishment deed in favour of brother or sister specifying the details of the shop and name of the person you want to transfer and also that the other members in your family shall have no objection such transfer.
