Can I mutate my share separately if cousins are delaying signing

My grandfather and youngest unmarried aunt (total of 4 siblings) jointly owned a residential property with 3 floors. Both are now deceased and have left their wills. As per my grandfather's will, I as a grandson is inheriting the topmost 2nd floor which my father built along with 1/3rd of plot area. The remaining 2 floors and 2/3rd of plot area is being inherited by my 4 sister cousins (2 daughters each of my elder uncle and elder aunt).My uncle's daughters are deliberately delaying the mutation process by arguing and changing their stance on either keeping the remaining 2/3rd property in joint name with my aunt's daughters or deciding which floor to keep. This has been dragging on for 5 yrs now. To mutate the 2nd floor of the property along with 1/3rd share in the plot in my name as per my grandfather's wish, I need legal help.

According to facts you provided above if you have copy of your grandfather's will then you can proceed in Talathi Office for next step for mutate property as per mentioned in Will.

Whether the property is ancestral or self acquired? As per will u can get your share in that property hence need not to wait till your cousin consent since they were purposefully delaying it. Regards .
