can i install satellite dish on roof without roof rights

Am planning to get a satellite dish connection. I live in a builder flat (i live in 2nd floor out of 3 floors). 3rd floor owner is denying me to have my satellite installed on the roof so can i raise a complain against this? Do i have right to have satellite install on the roof? Please help me! If i can then whould should i call to complain?
Check your sale deed. Generally there is a clause in sale deed which provides right to use roof for amenities like water tank,antena ,disc etc. If your deed has such clause then you can do so and if need be take legal recourse.
