Can i get new stamp duty and registration charge on new flat

sale agreement for my new flat on 28/7/2016 at kolkatta.during flat registration can i get new stampduty (2 percentage of flat value)and registration charge which is declare by bengal goverment in this budget.

Make a new sale agreement in this current financial year and register your sale agreement dated __/04/2017 by paying 2 % of the current flat rate(IGR Value)after which you can apply for mortgage loan etc...And within next four you can register you flat by paying the remaining amount of the old IGR value, if your flat is in corporation area 8.15-2% i.e by paying another 6.15 % conveyance deed will be registered.
